Dear Mr. P K Dwidedi,
If you strictly go by the provisions of the MM(D&R) Amendment Ordinance, 2015, then the PL-LoI will lapse, and as rightly interpreted by you, ML-LoI would survive.

If you were to adopt harmonius interpretation of the Law, then PL-LoIs should also survive, after all such LoIs are issued by State Governments.

A blessing in disguise, revision provisions have been substituted in toto, i.e. Section 30 is fully substituted. Now you can go on an appeal voluntarily without any orders from the State Govt authorities (Sec 30(b)).

In my personal opinion, if the state Govt. refuses to process your case now, you should try the revision route at New Delhi.

Can anybody through lights on what will happen to PL-LOI of any notified mineral after MMRD amendments Ordinance-2015 as it silent on this issue. Ordinance say about the ML LOI but nothing is mentioned about PL-LOI.
