Dear Fellow Mining Engineers,
C P W D & N H AI have been getting Quarrying & Rock excavation done for their various Infra projects. This does involve all types of blasting - Open cut, Tunneling, Controlled Blasting, Underwater Blasting etc.
Civil Engineers of these organizations are not accustomed to these practices, whereas, practicing Mining Engineers are well conversant.
As of now, such works, involving rock excavation & Blasting ar given to sub contractors, who are getting it done through non professional blasters, who are still not conversant with the importance of putting delays, use of shock tubes. As a result completion period is extended, the excavation is unsystematic, unsafe & hafazard.
As it is, Mining Engineering is an approved branch of AICTE and its a high time, that, suitable opening should be made for Mining Engineers in these organizations, at various levels.
This will help these organizations in putting suitable practical clauses in Notice Inviting Tenders (NIT) & also help in executing these projects, in a professional ways.
I would appeal to these authorities to apply for Magazine License, as like, they are required to get nod from M O E F & other statutory bodies before starting any new project. This will avoid mall practices of explosives & accessories.
One more & last submission. Various Minerals particularly Minor Minerals are under the control of State Governments, through respective Directorates of Mining & Geology [D.M.G.]. Its a welcome idea to have Mining Engineers / Diploma Holders on its board. Geologists are doing exploration of Minerals in their states. This can be an ongoing activity, since the inception of the Department. Its fine, but, once explored, and the leases are granted, its for the Mining Officers of the organization, to guide the lessee, to extract mineral in a scientific & safe manner. Mining Engineers are scared of confiscation of their competency certificates & can ensure SAFETY.
Gujarat Government, I understand, has initiated, a system, wherein, all the lorries carrying ROM/Minerals are weighed on the weighbridges, wherein, the advance paid Royalty is debited automatically for the weighed Mineral. Its a good measure to stop the erring Royalty defaulting practices. After all, Minor minerals are also a National wealth and a "CHECK" has to be there.
I am surprised, why Mining Engineers are not recruited in Directorate of Geology & Mining, in Maharashtra? Many rare Minerals are found & are being extracted.Safe Mining practice have to be followed. Geologists are unaware of Mining systems & safety practices. In my opinion,Scope of Geologists should be restricted to Exploration only. As it is mother earth does not keep generating Minerals every year and Exploration for all the spread of the States should be over by now. At least a time bound program has to be set for such activity. Now its the time for Safe & Professional Mining of these Minerals, well guided by Experienced Mining Engineers, recruited as Mining Officers.
IT IS PERTINENT TO NOTE THAT MINOR MINERAL BEARING STATES LIKE RAJASTHAN, GUJARAT, M.P., CHATTISGARH, BIHAR, ODISHA & JHARKHAND DO HAVE MINING ENGINEERS IN THEIR DMG OFFICES, EXCEPT MAHARASHTRA.
Ours is a developing country & lot many infrastructure works are to be taken up. Ports, Air-Ports, National & State Highways etc. I would request the supreme authorities like DGMS, Ministry of Mines & also the HRD, to look into it & act on it.
