Dear All, This is the right time for DGMS dept to expand their offices i.e shall appoint not less than 200 DDMS in our country. Because 1) Every DDMS having nearly 1000mines to 1500mines in his jurisdiction and not able to inspect during their stay at their respective office. 2) As of now they are inspecting 70 to 100mines in a year. In their 3 to 5 years stay only about 200 to300 mines are able inspect. 3) DDMS giving importance only for Coal mines, and few big companies. 4) There are plenty of minor mineral mines like granite, stone quarries, quartz, clay etc which are operating without giving opening notice to DGMS and they are operating without Mine Manager, Mining Foreman & Mine Mate and even mine owners do not know existence of DGMS dept. Due to this plenty of mining jobs we are loosing. 5) Many fatal accidents and serious bodily accidents are not been notifying to the DGMS and owners are not bothered about our DGMS. No enquiry ? 6) If point no 4 not full-filled why students should study B.E(Mining) & D.Mining by paying huge money.? Lot of unemployment ? 7) If point no 5 not full-filled what is the use of our Dept. 8) As per my knowledge minor mineral mines were making good progress and earning good profits so, if each mine appoints mine manager major unemployment would be solved. 9) Present strength of about 100 DDMS is not sufficient for our country. I would suggest for every Three Dist one DDMS or for every 300 to 500mines ( all types of mines) one DDMS subsequently DMS shall need to appoint.I think in India about 600 plus Dist are there. (Existing strength 100DDMS are required for issuing permissions, compiling data etc) 10) DGMS dept shall see that every mine has been inspected at least 18months once. Hence this is the right time to appoint 200 DDMS. And also MInes Act shall need to amend in the following cases. 1) Section 22 : DMS shall be empowered to stop the entire mine. 2) Ore/mineral Dispatch permit shall not be given if Mine Manager is not appointed. 3)A copy of Notice of Appointment/Termination of Mine Manager shall send to concern ADMG/DMG offices based on this Dispatch permit shall be issued. 4) Any instructions sent from DMS to DMG/ADMG shall be followed. 5) Every fatal accident report shall need to be sent to concern Dist Magistrate and State concern secretary.Annual meeting shall take place with concern state Mine Minister/Labour Minister.
