Dear all,
The following are my comments on the captioned subject;
It is understood from above comments there is no scientific mining is carried out Granite quarries in the state Kerala;which in turn leads to unsafe mining.

As per MMDR act ,1957, quarrying  is under state government control (as per section 15 of MMDR Act 1957), it may be required to re- check the mine plan approved by state competent authority/District Collector.

As per MoEF, max quarries are within 5Ha hence it may not be required Environmental Clearance etc.

As per MMR,1961, High wall mining is carried out which is prohibited as per mine plan, as well as Reg.106 2(b) of MMR,1961... In this connection DGMS authorities have power under Section 22&22A of Mines Act 1952 to revoke the unsafe mining operation.

This may be useful for improving /developing safe mining operation in the granite quarry in the state of Kerala

Also it may be required to change/modify in Draft MMDR Act by making  the power of delegation as per Section 15 of MMDR act 1957 with prior approval from DGMS in such way that making agreement that" in case of any unsafe mining operation noticed  DGMS have power to cancel their licence of ML etc"

This may be useful for improvement/safe mining operation in quarries.

With Thanks
Deepesh KG

Dear all,
I agree with the views of Mr Murty . Just resign and inform the DGMS of all the violations .This way Top Management woould be under pressure to follow the safety rules , regulations and Mines Act provisions.

Mr. Murthy,
All respect to your feelings. You have asked that how can we change the system.

Yes, only we (mining engineers) can change the system. Just do not compromise with the safety regulations. If any pressure come just resign from the such companies.

One thing I would like to add, through out my career I have tried to follow 100% regulations and the results were best in those mines. Basically, it is a myth that if you follow rules productivity will go down. My personal experience says that productivity increases by minimum 25% if you follow the regulations religiously.
