Dear all members ,

                                 I agree with my friend view if any one is working in miner mineral mine his experience must me consider and allow to appear in examination and one more thing I want share with all the members mining engineer either Diploma or Degree holder working in abroad also allow to appear in examinations character or medical certificate are not the hurdle to appear in examinations .l am working more than 20 yrs in India and now working abroad but unfortunately I am not allowed to appear in competency examination.

I agree with Mr. Gaurav Roy. I worked initially in Iron ore Mines. Later I got the opportunity to work on NHAI  Highway projects. As the circumstances were not favorable in mining industry I had to worked in minor minerals. i worked for more than 12 yrs. in minor minerals which are mechanized quarries and also conduct deep hole blasting. we have produced to the tune of 2lac tons per month hard rock with drilling and blasting. Also we have handle almost 25 lacs Cubic Meter of volume in just 14 months.

In spite of such huge production and regular heavy blasting practices our experience is not considered valid to appear the Second class and First class Mines Manager Certificate Examination conducted by DGMS as it is not under  First Class Mines Manager notified mines experience.

I strongly feel the time has come to to have only two categories of mines i.e. 1] Underground  2] opencast mines. Underground mines experience is unrestricted and opencast mines experience is restricted.

Unfortunately we have opencast coal and opencast metal mines experience also treated separately.

Coal mines prefer to have coal experience only even if in opencast coal mines. however I feel opencast metal mines experience person can also work in opencast coal mines. [with due respect to coal mines experience holder my seniors and juniors. I am making this statement. please don't feel offended.] 

As per my knowledge and information almost 40 % of mining engineers leave their field of mining and switch over to another profession in life which is not directly or indirectly connected to mining industry.

the major cause of this is due to nonavailability of jobs in mining industry, in this also the coal experience and non coal experience and also minor and major minerals experience make your opportunities limited.

The DGMS and all mining professionals should give a serious thought on this. Today lot of minor minerals experienced mining engineers are suffering due to this issues.

Also one more thing I would like to bring in front of all of you for discussion and to give a thought on.

I appeared for second class mines manager exam long back once . there after since i was working in minor minerals my application was never considered for allowing me to appear for this exam. no clarification was given by DGMS for refusal of my application form. 

As fresh Diploma or Degree engineers are allowed to appear for second and first class exam conducted by DGMS even before completing the required statutory experience,  in the same way all the mining engineers working in industry also should be allowed to appear these exams. 

However their results can be withheld or kept reserved till all the statutory requirements are completed. the first-aid certificate, gas testing certificate, experience certificate should not be hurdle in appearing and clearing or passing the theory paper. 

I apologize if anybody is offended  due to my mail. I have due respect towards all the mining professionals and seniors and juniors  also.

The issue of employment is also important sir.Mining Engineers are the connecting link between DGMS,state Geology & mining and mine owners so the safety rules as well as submitting returns which aids optimum safety as well as optmimum use of country's mineral resources will be done with employment of mining engineers.I would also like to point out that many of the fresher mining engineers do not find training/job opportunities after graduation.If minor mineral mines start following the rules,mining industry will have a new sun rise and will play an important role in taking our mining industry to another level.The pay will also rise due to more opportunities in the industry.

The issue of employment or otherwise can be kept aside. The main issue is safety , hygiene etc of those employed. The minor mineral lobby also needs to be disciplined. Unfortunately this may not happen for obvious reasons

                                    I have read minor mineral rules of many states where it has been mentioned that employing mining engineers with dgms certificates is compulsory(ex: Rule 3Q of Gujarat minor mineral amendment rules,2015) but it is not being complied by mines owners as geology & mining department do not make them comply with this rules.Our mining industry is facing a turbulent period right now,with many major mineral mines closed off by government due to various reasons.I will like to request our mining engineers fraternity regarding taking up this matter with DGMS,so our engineers will find employment no matter what.Our mining industry will also get huge pay rise,similiar to that of IT sector if we are striving to make the rule regarding employment of mining engineers in all minor mineral mines.Our mining industry will also get a boost like the mining industry of developed countries like australia.
