All terms are almost synonymous with minor difference. For understanding, first we should see relevant clauses in statutes.
Sub-regulations under regulation 2 of MMR, 1961-
(3) "Assistant Manager" means a person possessing a Manager's Certificate appointed in writing by the owner, agent or manager to assist the manager in the control, management and direction of the mine or part thereof, and who takes rank immediately below the manager.
(37) "underground Manager" means a person possessing a Manager's Certificate appointed in writing by the owner, agent or manager to be in charge of the whole of the underground workings or a specified portion thereof, under the direction of the manager, and is thus superior to a mine foreman and a mining mate, and includes an Underground Agent.
Now, my opinion is as below -
- Asstt. Manager may be one who possess FCC/SCC and directly assisting the manager. He relieves the Manager for leaves and other absence from mines taking all responsibilities under regulation 44 of MMR / 41 of CMR. It is better to call him as Asstt. Mines Manager in tune with the term Mines Manager (Manager is written in the Regulations but commonly used as Mines Manager).
- The term Assistant Manager may be used for one of many persons possessing SCC/FCC and looking after different shifts /sections. These are superior to Mine Foreman / Overman. Under Manager is used in U/g coal mines only for shift/ section in-charges and is equivalent to Asstt. Manager in this para.
- Underground Manager is an Asstt. Manager as in above para and may be in-charge of whole U/g workings. But his work-sphere is limited to U/g workings only, all surface operations are out of his scope.
