See proviso of Re. 34 92) of MMR, 1961
Provided that no person shall act or continue to act, or be appointed, as manager of a mine or mines where
work is being carried on by a system of deep-hole blasting and/or with the help of heavy machinery for the
digging, excavation and removal, etc., of earth, stone, mineral or other material unless he holds a first class
manager's certificate.

I would like to know if in a mines heavy machinery is used and deep hole blasting is done then in such a mines,a second class mines manager certificate holder can become a mines manager or not.It is a masonary stone mines.
