Reg. 34 allows only for a Mine Foreman certificate holder to work as Permit Manager, with due permission. Nowhere in regulations (MMR) any provision regarding appointment of Mining Mate as Mines manager. If any circular available, please provide.
Records related to employment as well as safety inspection need to be maintained in an abandoned mine, till it comes under definition of mine. Surrender of mining lease can exempt from maintenance of records/registers.
Any other opinion/interpretation? Please share.
