Safe operating procedures are not universal , but site , operator and environmental specific
Shortly i will put a detailed write up
In the meanwhile the process is
Identify the hazards , calculate the base risk. Identify control measures, calculate residual risk
The control measures are the SOP. Fix responsibility direct and not common asst manager etc
