Supreme Court never said that Auction is the only method for allocation of coal blocks/natural resources. It has said that the method of allocation should be transparent and should be as per the laws of the land. Before de-allocating, Supreme Court sought the views from all affected parties and finally gave its decision. Now it is for the Government to set in motion further course of action to quickly auction the blocks so that the successful bidders start coal production.
Unlike 2G-Spectrum case, it is more complicated because mining industry is highly regulated apart from land acquisition, R&R and other issues involving both Central and state Governments. There should be a highly coordinated effort from all concerned to ensure India produces 1000Million Tonnes of coal at the end of 5 years from now.
Without involving private sector in a substantial way, CIL alone can not add much to the coal production.of the country.
