This is totally harassment by the company. In India Any employer not having any rights to keep any original educational certificate in their custody. The original certificates only may need to be produced at the time of recruitment period for verification purpose only. However he need to check again whether any contract letter he has already signed or not which may include this type of clauses.Another feature may be noted , if any company sponsored a employee for any courses in that case they can keep the certificate with them till employed or for some years of bond. Otherwise the candidate can take legal help also against the company.
Also everybody need to be very very careful before signing any documents with any organisation. Any documents need to read carefully and should sign if only he understood and accept the terms.
