Mr. Mohan should also find out whether Industrial License under the Industries (Development & Regulation) Act, 1951 for manufacturing of such a small quantity (only 24 MT annually) of ANFO. For the purpose, he may contact supplier of Ammonium Nitrate or better directly to Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry.

I advise you, don't reply in hurry. I think you know that -


The Ammonium Nitrate Rules, 2012  (not the ANFO Rules, 2012) have nothing to do with ANFO. License for AN storage only may be obtained under AN Rules, 2012. For the ANFO mixing shed, license under the Explosive Rules, 2008 will be required. Both rules are governed by PESO.


Further, for use in metal mines, permission from DGMS under Regulation 155(1) & 162(5) of the MMR, 1961 will also be required.

Refer the ANFO RULES -2012, the procedure for obtaining licence are clearly stated, and also get the helps from the Regional controller of explosive for the same.
And would like to know for which area you require the above.
