First of all , if you want to come up in you carrier, should take additional responsibility. Going by Rule book does not allow you to develop in hierarchy. There are quite few Mining Engineers who have become unit heads 
Secondly  you need to prove that the additional responsibility impairs your performing your statutory duties as a manager and that is difficult

owner should not entrust manager of the mine with additional duty
other than his statutory duties.since i have been assigned duty to
look after one section of plant previously looked after by plant
management and i do not want to manage it.suggest remedy.
