Dear Imtiyaaz,
First you will have to find out if the plant has been declared a part of the mine by the DGMS on request of Mgt. In quite a few cases such a permission is granted by DGMS specially for crushing, grinding units belonging to same mgt and are in and about a mine. In such case, safety and mgt is already your responsibility.
