This is a good question but does not have definite answer. Actually size of blast can be determine based on following consideration:
1. Allowable vibration limits & distance from the nearest structure, type of structure etc.
2. Type of initiation system. e.g. if you are using electronic detonator, when precision of delay is very high, a larger blast can be planned vis-a-vis delay detonator where scatter is high and chances of high vibration due to more than one hole blasting at a time. Even in nonel the scatter is present and will be limiting the blast size.
3. Production requirement.
4. Equipment size & bench height.
5. Even a larger blast with one hole per delay can be planned on drawing board but the time lag between first & last hole mat cut surface trunk line due to fly rock.
There may be some more factors, which may be of site specific.

The best way to increase the size of blast is by incremental trails and monitoring all parameters, like vibration, AOP(sound), fly rock etc. By this way blast size can be optimize and specific to that mine. It may vary from mine to mine.

I hope I am able to throw some light on the aspect. However, more insight is welcome.

Can any body suggest the maximum size of blast for P&H shovel of 9.5 cum capacity.
The bench height is 12 m.
