Dear Deep

As far as we understand, the qualification of manager is based on no. of persons employed belowground or in all. However, where working is carried out by deep hole drilling & blasting or use of heavy machinery- First class manager is to be appointed. This is just to clarify that qualification of Manager is not related to area of mine. (Pl. refer Reg. 34 MMR1961)

For the second point- Foreman can carry out or supervise blasting. But how can Foreman and or Blaster can be on statutory position if not appointed by owner?

    According to Section 6(1) of the Mines Act.1952 any person possessing a Foreman Certificate of Competency under MMR,1961 if Given permission from DGMS can act as a mine manager of mine under 5 hectors.

All I would like to know if Blasting is carried out on contractual basis in the mine can this person( possessing a Foreman Certificate of Competency under MMR,1961) who is promoted to act as a manager in the mine who also possess as blasters certified  be authorized to supervise over the blastings  as a blaster ...
