SOP are prepared on a case wise basis
Universal ready made ones do not fit in
In the case of Code of traffic rules take 106 (2) (b)exemption and go through each point delete non applicable
Then go in for hazard Identification, for each minor activity (divide to as small nodes as possible)assess risk rating
base risk by assuming no controls are in existence and then residual risk by putting all controls possible
In the case of High risk elimination of such activity is the first choice
(Egs people getting run over while reversing. Now there is a blanket ban on spotters in dump)
Where this is not possible or risk level is low go in for other controls like substitution, separation etc
Consider PPE as control only as your last line of defence
Having done this add up all such controls and put in format fitting them in locations in the bye law reffered above
This makes for your site specific COP
This will be reviewed peridically, after incidents/accidents and when there is change in equipment or any such conditions
