After weighing the pros & cons are we sure that ED is safer than OD especially in adverse conditions
If crimping is the only hazard why not debate on factory crimped Detonators
The distance between the blast and the shelter is always limited 
Locating shelter needs many precautions against fly rock, slide due to vibrations, toxic fumes , shelter when kept on haul roads themselves becoming hazard, fly rock hitting face and bounce towards shelter
Also in hilly terrain blaster remaining in shelter cannot have view of surroundings. Many a time all clear signals are more deciphered than heard etc
As regards dampness etc there are different types available for different conditions
A remote cable less initiating system could be an alternative but still stray currents while handling remain
I think this needs an in depth analysis

now a days all blasting operations are  carrying by use of electric detonators .ordinary detonators are not suggestable to use  because ordinary detonators may cause misfires and very hazards while crimping and handling.
in clustar mining  areas secondary blasting also avoided.
Arunachalam sir given good answer regarding the use  of electrical detonators.
