If mine is in West Bengal and plant is in Odisha or in AP, can mine boundary be extended upto the plant? Can Mine manager ensure safety of the plant?

The mines boundary may extend beyond mining lease - When the dump is outside lease, the beneficication plant of which mines mgt has control and other facilities under mines control comes under mines boundary .
The mines boundary may be within lease boundary- When the working and facility is within lease boundary mines boundary should be inside including at least 5 years of working area as per Mining Plan/ Scheme of Mining.
In all cases it is defiend by Mines Manager and approved by DGMS.
