Ideally everyone is correct, but still in India lot of mines are operated where mine boundaries are beyond the lease area, as mine boundary is mainly defined from safety point of views. In some mines are defined in such ways that its process plant is 10 km away from mines though the process plant come under definition of the same mine, the land where plant is constructed is the purchased land. Or it may be the case of a tailing dam. In some mines dumps particularly ore stock piles are located beyond mining lease on purchased land.
Therefore, you can say mining lease as per lease deed executed with the concerned state government or in case of coal mining, land acquired under CBA Act.
Similarly mining boundary is more or less located in ML, but not necessarily or limited strictly within ML area. The boundary or area as considered for mine safety under Mines Act, MMR or CMR. MCR / MMDR or MCDR provide some guidelines but ultimately, as per mine opening information / permission (Form - I), the mine boundary is defined.

Lease Boundary is any entity granted by the State Government. It is the total area on which one pays surface rent, dead rent, royalty on production, returns in Form H1, etc. Mine Boundary is the area within the Lease Boundary where actual mining activity is carried out, including pits, dumps, screening plants,workshop, etc. The area has to be demarcated in the field by connecting permanent pillars and a permission from the DGMS has to be sought for the same as Mine Boundary. It is in short Control Area of the Manager as far as SAFETY is concern...

While Lease Boundary is the line at the extreme boundary of lease given for mining/ prospecting of the mineral by the state govt.
