I agree with you and i am  happy that atleast there is some reaction.We as responsible persons should be proactive. Such a big mass would have definitely given warning signals and triggers. Possibly those present are either ignorant or casual in their approach. Also there could have been pressure from interested without knowing the consequences
Yet another area is falling standards in educational institutions . One among the reasons for falling standards is the lack of faculty with good field exposure. Also when the students come for training the attitude of management as well as the trainee leaves a lot to be desired  
In general let us take it as an eye opener to identify hazards concerning slopes and be proactive. Let us not wait for some one else to point it out as a violation and then take namesake  corrective measures . 
In this regard sincere  implementation of Safety Management system goes a long way

I fully agree on your view for safety of Mine and employee, but sir, SSR is one of the tool only.
After use SSR in first time in India in 2008, I know it only gives us some guideline for taking our precautions.
But sir, understanding of the slope is more important. 

Following strategy may selected for Pit Slope Monitoring
                 Long term  Monitoring                
~        Seismic monitoring system may install to detect vibrations caused by movement and cracking on major fault planes. The frequencies of vibrations may assess on a monthly basis. The system is suited to detecting large scale failures
Medium term Monitoring
~        Conventional survey monitoring of prisms may installed on top benches and alternate benches at an interval of 50m or so in Zig-zag pattern., which may monitored by Conventional Survey Instruments (EDM and Theodolite combination and/or Total Station). The monitoring may do by automatic total stations like GeoMoS system.
~        Sub-lateral Movement can be monitored by Inclinometer system
Short term Monitoring                    
~        Daily visual inspection of all active mining faces by geotechnical and operations staff, which identifies areas of concern and poor ground conditions.
~        Identified problem areas are equipped with crack meters and regular field inspections highlight the deterioration of these areas.
 Real time Monitoring
                  ~        A mobile, global monitoring system was required to detect and provide warning of the small-scale brittle failures. The GroundProbe slope stability radar (SSR) is one of the real time monitoring system.

In our cases, Short term monitoring must be conducted by geotechnical engineer/ Mining engineer/ geologist and medium term monitoring with help of surveying team can give us an initial indication of Slope status.

This group may have a good technical discussion on it for the beneficial of our Indian Mining Industry.

This should not have happened but has happened. I mean fatalities. Years back during Sri Sibal's tenure a detailed circular on slope and its instability was issued. There he had also impressed upon the the installation of continuous monitoring of slopes with Slope Stability Monitoring radar (SSR)
Has it been done. . Let the operators(Mine owners) not react only when accident happen  / when violations are pointed out 
Few days earlier there was yet another accident in Vetrivel Explosives(Tamilnadu) again quite a few fatalities. In this case violations reportedly were pointed out as well . In this case may be authorities hands are tied with political pressure not to seal the establishment
These, in short, put mining in bad light.
Announcing compensation is not the solution
High time engineers react

Update on ECL Rajmahal Coal Mine Accident

Rescue Operations going on  
Ex- Gratia compensation of Rs. 5 Lakh to each family of the deceased announced 
Control Room Set Up at Project Office of Rajmahal Open Cast Expansion Project 
CMD, Eastern Coalfields Limited (ECL) has reported that an incidence of overburden dump slide/subsidence has occurred in the second shift of 29.12.2016 at about 7.30 P.M. in the Rajmahal Open Cast Expansion Project in district Goda, Jharkhand, causing the unfortunate demise of 7 workers.  The company has announced an ex-gratia compensation of Rs. 5 lakhs each to the family of the deceased, in addition to the amount to be paid under the Workmen's Compensation Act.  All the necessary help to the families of the deceased is being extended by ECL. Two persons have met with injuries and treated in the Area Hospital.  One of them has been sent to Durgapur for further treatment.   
Prima facie, it is observed that the incidence is unprecedented, since an area of 300 m length by 110 m wide solid floor of the Over Burden dump area has slid down by about 35 m involving around 9.5 million cubic meters of earth material. This could be due to failure of the bench edge along the hidden fault line/slip.  
Senior management of ECL and State Government officials have been supervising the rescue operations since yesterday evening.  Till 11 A.M. today, 3 excavators and 7 dump trucks have been located. NDRF Team has also been engaged for rescue and relief operations.            
An Inquiry has been ordered in the incident by the Director General of Mines Safety and a High Level Committee of Experts has been constituted by Coal India Limited to investigate into the causes of the accident.   
A control room has been set up at the project office of Rajmahal Open Cast Expansion Project of ECL and Shri R.R. Amitabh, GM, Mining is in charge of control room and his contact no. is 9771447171.
