These are recommendations of conferences. Therefore i do not think it gets a legal sanction.
However it is necessary that employer assesses their competence and authorize them for such jobs

What is the legal position on the above matter (whether the fitters/mechanics who carry out the test run would be required to possess vehicle driving licence under Motor Vehicle Act)

Has it been clarified anywhere in the subsequent National Safety Conference?
