Mr. Vikas,
You can check in the Quarry license / lease granted by Dept. of Mines & Geology whether the approval is subject to Mines Act..
If yes, your quarry workings should follow the Mines Act and DGMS plays important role in governing the safety & welfare of the persons employed in the mine and the safe method of working.
When a quarry is granted under the Mines Act, The Factory Act need not to be complied except some Chapter III & IV of the Factories Act, 1948 mentioned in the Section 86 of the Mines Act, 1952.
