For getting second class mine manager's certificate degree certificate is mandatory. You can initiate the process by sending provisional certificate, but 2nd class certificate will be withheld unless you provide original certificate. Sometimes they're sending back the documents. I'll suggest you apply when you've original certificate.

Subject: DGMS Mailing List: Regarding second class exemption certificate

 

I am a graduate in mining engineering and recently
completed my one year experience in coal mines and  I have applied for my
second class certificate. The problem is  I have only my provisional degree
certificate and don't have my convocation degree certificate because our
university has no vice Chancellor at present. I want to know whether
provisional degree certificate is valid for second class certificate .
