It is better to appear for First Aid Certificate immediately. It will take hardly 6 months.

Dear sir,

I passed 2nd class exam in 2014 and my result is withheld due to first aid certificate.
On the First -Aid certificate there is no seal & Registration No. 
Unfortunately. Dr, Ramteke who is not alive so it is not possible on my part. The first aid certificate prepared by Dr. Ramteke on 17-12 1995.
During that time i was submit the first aid certificate for foreman certificate, during that period seal and registration no. was not required of concern doctor 
so suggest  me in that case what can I do about the above matter.
