In my opinion, the lease area is meant here, as the Granted & executed ML area which includes both mineralised area where mining operation can be undertaken, and besides the area of non-mineralised, where ancilliary operations (as defined in Mines Act for "Mine") are undertaken. The MLs granted in earlier days was including the both.

Can it be construed as - a lessee can acquire some more adjacent area, other than granted lease
