Since it is not a Mine as defined in the Mines Act, the provisions of Explosives Rules, 2008 will apply. Rule 2 (51) defines "Shot Firer" as follows:
a competent person recognised and certified by the Controller for carrying out blasting operation using explosives in areas not coming under the Mines Act, 1952 (35 of 1952). You may take the services of any such "shot firer".
You may refer to the Explosives Act and Explosive Rules made thereunder.
