Dear Gaurav Roy
Presently no any clause to surrender or part surrender for existing lease those concerned with Mineral Concessions Rules 1960 while new Atomic minerals concessions rules has this clause. New Mineral Concessions Rules 2016 permits to part surrender under Rule 21 if unable to obtain forest clearance . Actually Mr Upadhay wrote in a right way to know about mineral of your lease to be surrender.
Previously we applied with map of the area to be surrender, approved Final Mine Clouser Plan , copy of paid challan of rents/ royalty to Mining Officer / State Govt for the purpose. Mining Officer forwarded the case with NOC to MRD , Ministry of Industry/Mines of State Govt.
