Sir,
Rule 22 of MCR 1960 is not valid now and new rule 13 to 17 of MCR 2016 will be applicable for preparing the document.
It is discussed in IBM meeting that persons already recognized in the past are not required to scrutinized in detail for qualification and experience. Submission of copy of RQP certificate may be considered. But, it depends on concerned RCOM of the Region. However, person submitting document for the first time in an office has to produce id proof, qualification and experience etc.
For uniform procedure in all regions, please wait for some time for written document till receipt of minutes of meeting held at Nagpur.
