Dear Pradeep,

Prescriptive Legislation mean following what's given in statute. These were framed based on experience arrived during primitive mining methods. Certain sections or rules may not suite to latest techniques.  For ex: weekly days of rest, foremen district etc.
Targeted/GoalOriented Legislation : these are tailor made to suite present conditions and methods incorporating the views and variables existing in one's mining method/technique. Here, the stipulation will suite to particular method/concept and may or may not suite others for whom another set of stipulation s will be made.
