Final Mine Closure depends on what sort of R&R Plan has been formulated in the approved document of IBM.

Cost varies from Mine to Mine based on R&R plan. Before formulating the final mine closure first the mineralised zone has to be proved  devoid of mineral resources or fully exploited.
