Ministry of Mines has at long last introduce a Bill to amend MMDR Act which the mining industry was long waiting for to solve the issues relating to dumping outside of mining lease held illegal by the Supreme Court in its Judgements in Karnataka and Goa cases. By implication, all ancillary activities and operations like workshops, processing plants and tailing dams etc. became illegal overnight on account of the SC judgement.


The Ministry of Mines did make some amendments in various Rules framed under the MMDR Act to deal with the probem but the Industry felt that unless a matching amendment is made in the MMDR Act, the likelihood of so called NGOs approaching SC in future could not be ruled out.


The Bill as passed in Lok Sabha, can be downloaded from http://www.dgms.net . It is expected to  be passed in Rajya Sabha in second part of Budget Session and will become law soon after it gets ascent of the President and notified.
